The Alabama Unified Certification Program (ALUCP) is a certification process mandated by 49 Code of Federal Regulation (CFR) paragraph 26.81(g). The preceding citation authorizes the Federal Disadvantaged Business Enterprise (DBE) Programs' combined DBE Directory within the state of Alabama. The ALUCP's purpose is to ensure that a business' DBE certification is accepted at member agencies that receive United States Department of Transportation funds and have authorized Disadvantaged Business Enterprise Programs.
ALUCP certification allows a business the following enhancements to its contract opportunities:
- Listing in a centralized DBE directory viewable on the internet
- Receiving a Federal DBE Program certificate
- Bidding as a DBE at all participating state agencies for all DOT transportation modes which includes aviation, highways, port authority, and public transportation
The ALUCP is charged with the responsibility of certifying firms for the purpose of maintaining a database of certified DBEs for the United States Department of Transportation (U.S. DOT) grantees in the state of Alabama. This website provides a directory of DBE and Airport Concession Disadvantaged Business Enterprise (ACDBE) companies that are certified to conduct business in the state of Alabama. Companies may be searched for by Federal NAICS Code(s), or the type of work that they perform.
It is no longer necessary to apply for DBE certification at more than one of the member agencies. If you
desire to be certified as a DBE in Alabama all of the following member agencies process DBE applications;
however, some applications should be submitted to particular agencies.
If your firm performs or intend to perform work in highway, street, or bridge planning, design, major
construction or maintenance related goods and services please send your application to ALDOT regardless
of your location in Alabama.
If your firm performs or intend to perform work primarily as an Airport Concession Disadvantaged
Business Enterprise (ACDBE) related goods and services and minor construction, please forward your
application and supporting documentation to the Birmingham Airport Authority (BAA).
If your firm performs or intend to perform work primarily in consultant, transit, or minor construction related
goods and services, submit your DBE application to the agency identified below which is
closest to you.

Upon receiving the DBE certification it is imperative that you send in all of the following documentation to the ALUCP agency which certified your firm to maintain certification on an annual basis.
- Declaration of Eligibility
- Previous year corporate taxes
